[ARCHIVED] Saskatoon North Partnership for Growth (P4G) Planning District Zoning Bylaw, 2021

Public notice is hereby given that the Council of the R.M. of Corman Park intends to adopt Bylaw 35/21 under The Planning and Development Act, 2007, known as the Saskatoon North Partnership for Growth (P4G) Planning District Zoning Bylaw, 2021. The P4G municipalities - the R.M. of Corman Park, Cities of Martensville, Warman and Saskatoon, and the Town of Osler - have agreed to form a Planning District. In the fall of 2020, the P4G municipalities approved a joint Official Community Plan to address future land use development and servicing within the P4G Planning District and to provide a coordinated approach to growth among all P4G municipalities. The P4G District Zoning Bylaw assigns proposed zoning districts and contains proposed standards to regulate the development and use of land in those zoning districts as a means of implementing the high-level policies in the P4G District Official Community Plan. 

The proposed P4G Planning District Zoning Bylaw includes the following content:

  1. Sections 1 and 2 – Introduction and Administration: establishes the legal authority of the bylaw and outlines processes and procedures for development permit applications and bylaw amendments;
  2. Section 3 - General Regulations: regulations that apply to all developments and in every zoning district; 
  3. Section 4 – Specific Use Regulations: regulations that apply to certain specific uses listed within the zoning districts as permitted or discretionary; 
  4. Section 5 – Signs: regulations for controlling signs;
  5. Section 6 – Zoning Districts: contains all the zoning districts and regulations for permitted and discretionary uses within each of the districts;
  6. Sections 7 and 8 – Airport and Flood Plain Overlay Districts: includes regulation that specifically apply to lands in proximity to Saskatoon Airport and within flood plain areas;
  7. Section 9 – Definitions: description of terms used in the Bylaw; and
  8. Schedules 1 and 2 – Zoning Bylaw Maps and Country Residential Re-Subdivision Maps.

On June 14, 2021, Corman Park Council gave first reading to the P4G Planning District Zoning Bylaw. First reading was approved unanimously after two edits were made to the bylaw document – Bed and Breakfast Home was removed as a discretionary use in each of the Country Residential Zoning Districts (DCR1, DCR2, DCR3 & DCR4), and the second sentence of 3.18.4, which included examples of outdoor storage not supported within yards in residential zoned districts, was deleted.

Council will hold a public hearing on Monday, August 16, 2021 at 11:00 am to hear any person or group that wants to comment on the proposed Bylaw. The R.M Council meeting and public hearing will be held via remote GoToMeeting, which is open to the public via computer tablet, device or over the phone. All written comments received by 5:00 pm, Tuesday, August 10, 2021 will be forwarded to Council. Information on how to enter the remote Council GoToMeeting online or via phone can be found on the R.M. website, and will be included in the published Agenda Package no later than the Thursday preceding the meeting.

CORMAN PARK – SASKATOON PLANNING DISTRICT

The R.M. of Corman Park also gives notice of intent to repeal the existing Corman Park-Saskatoon Planning District Zoning Bylaw 23/10. However, please note that until the P4G Planning District Zoning Bylaw is approved by the Province, the Corman Park-Saskatoon Planning District Zoning Bylaw 23/10 remains in effect.
