[ARCHIVED] Bylaws for 2nd & 3rd Reading - October 17, 2022 R.M. Council Meeting

The following bylaws will be considered for second and third readings at a public hearing at 11:00 a.m. on Monday, October 17, 2022. If you would like to speak to a bylaw, please contact the Planning Department in advance of 5 p.m. of October 14, 2022. 

  • Bylaw 21/22 for River Ridge Trails on NE 30-39-7 W3 and SE 31-39-7 W3. Proposed change: rezoning from Agricultural District (AG) to Recreational District (REC). 
  • Bylaw 22/22 for A. Nienhuis on behalf of Kaycan Ltd. on Parcel A NE 5-38-5 W3. Proposed change: rezoning from D-Agricultural 2 District (DAG2) to D-Arterial Commercial 2 District (DC2).
  • Bylaw 23/22 for Funtime Junction RV Park and Campground Ltd. on Parcel T SE 2-36-5 W3. Proposed change: rezoning from D-Arterial Commercial 2 District (DC2) to D-Business District (DB) by contract. 
  • Bylaw 24/22 for Falcon Holdings Ltd. on Parcels B and C SE 25-37-6 W3. Proposed change: rezoning from D-Agricultural 2 District (DAG2) to D-Light Industrial 1 District with Holding provision. 
  • Bylaw 27/22 to provide for textual amendments to the P4G District Zoning Bylaw. The amendments are to: 
    • Sections 6.3.5, 6.4.5, and 6.5.4 to limit the cumulative area that can be subdivided from a quarter section or 80-acre parcel for agricultural residential subdivisions in DAG1, DAG2, and DAR1 zones, to ensure agricultural residential subdivision policies are consistent with areas outside of the P4G Planning District;
    • Sections 6.6.5 to correct the front, side, and year yard set backs in the DCR1 zone to correct a drafting error;
    • Section 6.8.5 to clarify the front and flanking yard setbacks in the DCR3 zone to correct a drafting error;
    • Sections 6.13.3 and 6.14.2 to add “Bulk Fertilizer Storage and Sales” as a permitted use in the DM2 zone and as a discretionary use in the DM1 zone to correct a drafting error;
    • Section 9 to amend the definition of “warehousing” to omit the exclusion of dangerous or hazardous materials, and amend Sections 6.11.4 and 6.12.4 to prohibit warehousing of dangerous or hazardous substances in DC2 and DB zones, to ensure regional consistency.
