Corman Park Official Community Plan & Zoning Bylaw Review

Land use planning and property development in Corman Park is regulated by the Municipality through its Official Community Plan (OCP) and Zoning Bylaw. These bylaws, whose authority is derived from The Planning and Development Act, 2007, are intended to guide the decisions of Council and the municipal administration as they relate to land subdivision, zoning and development.

Within Corman Park there are two independent planning jurisdictions employing separate bylaws. The area of Corman Park located directly adjacent to the City of Saskatoon, known as the Corman Park – Saskatoon Planning District, is a geographical area in which both the City and R.M. Councils have agreed to jointly manage land use and development. A new OCP and Zoning Bylaw for the Planning District was adopted in Fall 2010 and these documents will provide the general framework for the implementation of new planning policies and bylaws for the balance of Corman Park.

The current Corman Park OCP and Zoning Bylaw, adopted by the RM Council in 1994, are intended to be reviewed and updated to reflect the changing social, physical and economic circumstances experienced in Corman Park since that time. Generally OCPs remain applicable and relevant for up to 15 years depending on the local circumstances. Corman Park, much like the balance of the Saskatoon region and the province as a whole, has experienced dramatic growth over the past 5 years putting tremendous pressures on Council to respond to this growth in a timely, effective, socially and fiscally responsible manner. Although the current OCP and Zoning Bylaw have been regularly amended over the years in response to these changes, over time, small changes and updates made to the bylaws have culminated in a lack of overall cohesion within the documents.

Council has acknowledged the importance of preparing a new planning framework for Corman Park which is based upon a clear and unified vision for the community. The Council has recently contracted the services of Associated Engineering and the Planning Alliance to undertake an independent and comprehensive review of land use policies within Corman Park including the engagement of the public within this visioning process. It is expected that this review will be initiated in early August 2011 and completed within the following twelve months.

Over this twelve month period, landowners and other stakeholders will be contacted and asked to contribute directly to this new and more cohesive and predictable community vision. As a means of keeping people informed regarding the review process, this section of the R.M. website will be dedicated to providing those interested in the process with links to the various documents and reports contributing to the preparation of a new OCP and Zoning Bylaw. In addition to this communication tool, the review process includes a generous community facilitation and consultation program that will provide ample opportunities for public contributions to the Plan.

Advisory Stakeholder Meeting PowerPoint and Summary

On November 15, 2011, the consulting team held an Advisory Stakeholder Workshop as part of the Official Community Plan and Zoning Bylaw planning and engagement process. The purpose of the workshop was to provide an overview of the planning process and timelines, present information about existing conditions in Corman Park, and gather feedback about future growth and the long-term vision for the municipality. Summary

The next step in the planning process involved the formulation of development options for the RM. An extensive round of engagement opportunities was held with residents, stakeholders and Council to provide access to a wide range of perspectives and interests. An Open House, Advisory Stakeholder Workshop and Council Workshop were held near the end of January 2012. 

Public Meeting

A public open house was held to identify some of the challenges and opportunities facing land use and development in the RM and to introduce a number of different potential development scenarios that may be considered for the Municipality as part of a future plan. At the open house the public had the opportunity to gather information about the project process and timelines, review and provide feedback on future growth and development concepts, and discuss ideas with members of the project team.
